    My guess (and that's all it is) is that it probably isn't illegal to have a hit list. I didn't see where he made any threats (unless you count the letter mentioned, but that might not have been specific enough, who knows). And a bunch of guns without any real threats and just a list of names amounts to illegal gun possession charges.  But he's facing 31 years of drugs and weapons charges.
    It would probably take a specific threat (time and place planned) to amount to terrorism, not just a racist letter and some names.
    Not saying I agree with the outcome, but that's my guess on what happened.

    sure, if his list was titled "people I will kill" followed by a list of names. But I believe the article just said it was a list of names (I think a spreadsheet of names actually), simply having a list of names I don't think would hold up as a hit list in court. I mean if thats all it takes I'll never carry around a list of names and addresses of people I'm mailing Christmas cards to.
    I'm not saying I agree with the outcome, but I could see how a DA could look at this and say terrorist charges wouldn't stick based on what I saw in the one article. Maybe there's more to it, and this is just my guess.
