I totally agree and think they should be. If they have them locked up and someone breaks in and steals them, though, I do not believe they should be held liable. I agree with this, but there would have to be provisions in the event the gun was stored properly in a safe that was stolen. If a safe was stolen, broken into somehow and then that gun was used in a killing, the owner could not be liable. Otherwise, absolutely.
