There is no inherent contradiction in these two quotes. Something can be seen as a basic right and also not be free. Canadians accept this with healthcare - we see it as a basic right that everyone has access to healthcare regardless of ability to pay, but that doesn't magically make health care costs go away. It simply means that they are paid by other means, such as taxpayers.
