I think your wrong. Some (not all) get sent back to the promoter who releases them. I've seen Stub Hub tickets all of a sudden on sale right before the show.

Stubhub and Ticketmaster (or in this case tickets.com) are completely separate companies. You can't just return your tickets if you fail to resell them at a price you wanted. Any additional tickets released are venue/promoter/band holds that were not previously for sale.

Ticketsnow.com tickets could end up back on ticketmaster. Those sites are owned by the same company.
