Now I know conservatives are thinking: No way these places are deadlier than New York and other states with big cities that have very violent neighborhoods. A sweeping new law, passed Wednesday by the Maryland House of Delegates, will require the fingerprinting of gun buyers, mandate background checks, restrict availability of weapons to the mentally ill, and ban certain kinds of assault weapons and magazines of more than 10 bullets.

The 78-61 vote sends the legislation back to the Senate, which has passed a similar version of the gun safety bill.

“Our state shouldn’t settle for being in the top 10 most violent states in America: There are a lot of lives that can be saved. The tragedy in Newtown (Conn.) gave us the inflection point, the ability to forge a consensus that prior to that awful tragedy might not have been possible,” Gov. Martin O’Malley, a Democrat, told the Washington Post.

Washington and Maryland acted in tandem last year on the issue of same-sex marriage. The legislatures of each state voted for marriage equality, a decision ratified by Washington and Maryland voters when the issue was put to a vote in November.

But this year, the Washington state House of Representatives failed to muster the necessary 50 votes to pass a much more modest background-check bill, designed to close the so-called “gun show loophole.” An estimated 40 percent of the state’s gun sales are made with no background check.

Maryland will join Connecticut, Hawaii, Massachusetts, New York and New Jersey in its fingerprinting requirement.

The buyers of some guns will need to pass training and testing, and be issued an ID card by the Maryland State Police that must be renewed every 10 years.

The legislation exempts the owners of hunting rifles and shotguns.

New York and Colorado — site of the Aurora, Colo., massacre last summer — have passed new gun safety laws. Connecticut is likely to do so soon. President Obama spoke in Colorado on Wednesday, pressing Congress to pass legislation requiring background checks and limiting the size of ammunition clips.

“If we’re really going to tackle this problem seriously, then we’ve got to get Congress to take the next step,” Obama said. “And as soon as next week, they will be voting. As soon as next week, every senator will get to vote on whether or not we should require background checks for anyone who wants to purchase a gun.”

A new national Marist poll, done for NBC News, on Wednesday showed 87 percent support for background checks, including more than 80 percent of Republicans.

But, noted Obama, “This is not easy. And I’ll be blunt — a lot of members of Congress, this is tough for them. Because those who are opposed to any form of legislation affecting guns, they’re very well organized and they’re very well financed. But it can be done if enough voices are heard.”
