How does this site have PJ tix at Wrigley

Anyone know how this works? I mean how does this site have specific seats already for sale?

    the official wrigley tix scalper site? The upcoming buenos aires show has its official scalper site: webpage is pretty similar to the one of the promoter; the things is that not all the tix go to the general sale, some go directly to the scalper site, or the ones who run the site expect to get tickets to sell once the general sale starts.....
    ... I am not in the business of being liked anymore ...
