Sorry, what's this about numbers? I've never lined up for a GA show so I'm a bit curious about this. Does the 10c give you a number once you're in line and then you can go off to the pre-party or something?
I really don't understand this.
It's people who got there earlier trying to control people who arrive later by claiming some unofficial entry order system. It's fair and should be respected, but it's not enforceable.

Nothing to do with the 10c, it's something fan made.
You simply join the line, write your name on a sheet of paper (Provided by the 1st people there) and beside a number. You then write that number on your hand.
Should you need toilet/shower or food then you can leave and then go back into your place.
The initial queue is up is wherever the first people chose, when security for the venue arrives later on they put barracades up and move people to the right area, this is also when the numbers come in to play and then more so when it hits close to the time to go in.
