I think, though I may be mistaken, that the general consensus is that if it happened in the 80's (and the 80's includes 1979 & 1990) then by default, it is cheesy.

Okay, let's lay down some ground rules:
1979/1990 - CAN qualify as 80s music
Not ALL music released between 1979-1990 is considered cheesy.
However, most Pop music released during these years DOES qualify as cheesy.
Of course Metallica, U2 and Bruce don't qualify as cheesy Poncier.
