Hey why wasn't "Arc" the first track on Riot Act?

I was thinking about this the other day. I first got the Idea from my friend Josh who is the king of the PJ mixes. I got in his car one day and he put in a PJ mix he had made and it started out with "Arc". Then last night I was thinking about how good it transitions into "Can't Keep". Just a random thought. What do you think?

    I think Arc, while good is more of a weird filler track. When you get a new PJ album you want the first track to be a Pearl Jam song with the whole band performing. Not Eddie playing tonsil hockey with himself.

    I could see it. Think of it more like an album intro, as opposed to the first song. Sort of like how Arc starts off the Live at the Garden DVD.
