have I been hacked? hotmail question

the other day, in my hotmail in box, i got an email from MY email address but not my name...it was changed to another person's name. I immediately changed my password. the other day, I replied to him and said, "you hacked my account" and it came right back to me!
today I got home and checked my email and once again, same thing, it looks like junk mail sent by a company but with my email address. I went into options and changed the way I view headers and I can see their email address.
I have blocked them but do they really have access to my account or is it just fooling me? I've been through every screen in hotmail and I do not see how to report this person. Reporting it as junk just keeps it out of my in box. Should I report them to Microsoft? what's the email address?
it sounds like I've been "phished" and i thought changing your password solves that. i already did change my password once and it happened again.

You can send mail from a third party and put anything you want in the "from" box. Thus you can send a message to someone that looks like it came from their own account. In fact, you can say it came from a fictional email or Microsoft if you wanted to. You should look for signs that someone is actually accessing your account, deleting messages or forwarding messages. As for where a message comes from, if they could actually determine that, spam would be a thing of the past.0

the spammers are sending mail to my in box like this
Business Report <monkey15@hotmail.com> with the hotmail account lit up in blue
when I replied, "you are hacking my account", it came right back to me in my inbox. Yes I know exactly who it is by changing my message header filter under options in hotmail. this person who sends out emails as me is sick. he won't give up. from my message header settings, i determined where he was writing from...
i unsubscribed by emailing the place, then i blocked that site. (hey i'm working on cancelling this email but i have many things i've ordered thru it, so it is lots of notifications and changes!)
meanwhile I got the same looking email once again the next day....thru the message header, I could see his hotmail address and i blocked him....i typed his ip address in on google and his ip is on a black list.

You would have better luck ignoring the emails and just marking them as spam. By replying you only confirm that you do check and use the email account that it's sent to. Do not reply to spammers.0
