And, as Ohio Governor Ted Strickland explained: "You know, it was once said of the first George Bush that he was born on third base and thought he'd hit a triple. Well, with the 22 million new jobs and the budget surplus Bill Clinton left behind, George W. Bush came into office on third base, and then he stole second. And John McCain cheered him every step of the way."

I missed Stickland's speech, was in on TV?
Anyhow, I'm not a big fan of the guy, but that it a great line...adding the McCain cheerleader part brought it home...or should I say, brought it back to 1st base.
Oh, and to answer your question, I doubt he wrote that himself.hippiemom = goodness0

Or the fact that the "born on third and thought he hit a triple" is a quote much older than "Bushleager"....My whole life
 was like a picture
 of a sunny day
“We can complain because rose bushes have thorns, or rejoice because thorn bushes have roses.”
 ― Abraham Lincoln0
