That sucks if it is as outlined by EWG. I'd like to see the other side. If they didn't meet qualifications, or didn't file by the deadlines, then tough shit. If they met qualifications or filed on time but were still denied, then the gov't needs to be held accountable. Bottom line for me, though, is that the gov't shouldn't be involved in funding farming/agriculture at all anyway. Without gov't intervention in the first place, there wouldn't have been a need to sue the gov't. after the fact for racial discrimination.
