What's this effect being used?

All right, I'm a HUGE WWE/WWF wrestling fan. About ten years ago, Triple H came out to a pretty awesome theme but I don't know the effect being used. I think it might be a step phaser (the 7th setting on the digitech X-series one). Can anyone help me distinguish the effect?? Here's a clip of it.

    It's definitely some form of modulation, of that I am certain. I think you could approximate it with a wah at a fixed position about half to three-quarters up, and maybe a ring modulator or some sort of flanger. That's my best guess, let's see how wrong I am...
    ...and if you don't like it, you can suck on an egg.
