if this proves to be true then this is deplorable....
things seem to be getting worse and more desperate by the day... why does it always descend into rape of civilian women in times of conflict? it has been this way throughout history. but the dispensing of "viagra type drugs" is new to me.

UNITED NATIONS (AFP) – Investigators have evidence Libyan leader Moamer Kadhafi ordered mass rapes and bought containers of sex drugs to encourage troops to attack women, the chief ICC prosecutor said.
Luis Moreno-Ocampo said he may ask for a new charge of mass rape to be made against Kadhafi following the new evidence.
The International Criminal Court's chief prosecutor is expecting a decision from judges within days on his request for charges of crimes against humanity to be laid against the Libyan leader, one of his sons and his intelligence chief.
"Now we are getting some information that Kadhafi himself decided to rape and this is new," Moreno-Ocampo told reporters.
He said there were reports of hundreds of women attacked in some areas of Libya, which is in the grip of a months-long internal rebellion.
There was evidence the Libyan authorities bought "Viagra-type" medicines and gave them to troops as part of the official rape policy, Moreno-Ocampo said.
"They were buying containers to enhance the possibility to rape women," he said.
"It was never the pattern he used to control the population. The rape is a new aspect of the repression. That is why we had doubts at the beginning, but now we are more convinced that he decided to punish using rape," the prosecutor said.
"It was very bad -- beyond the limits, I would say."
Kadhafi's regime had not previously been known for using rape as a weapon against political opponents and Moreno-Ocampo said he had to find evidence that the Libyan leader had given the order.
In March, a Libyan woman made international headlines when she entered a Tripoli hotel and said she had been raped by Kadhafi troops.
Iman al-Obeidi was detained but managed to escape from Libya. She ended up in Qatar but was deported back from there to rebel-held Libya. She is now resting at a refugee centre in Romania.
Moreno-Ocampo issued arrest warrants last month against Kadhafi, his son Seif al-Islam and intelligence chief Abdullah al-Sanussi. ICC judges are to announce in days whether they agree to the charges.
The Libyan government does not recognize the international court's jurisdiction.

so the title of the article is.....an accusation?
This comes out "days" before the ICC rules on the crimes against humanity charges....that he MAY ask for new charges.
SHAMEFUL JOURNALISM, as usual. Nearly the entire article frames this as truth, without a fucking SHRED of evidence provided, aside from comments from some career-building lawyer.
This all sounds a little over the top to me. Handing out viagra-like drugs with rape orders? Really?
So there should be a paper trail for these massive orders of viagra-like drugs...right? wait, viagra-like?...generic drugs in africa? hmmmm

UNITED NATIONS — There is no evidence that Libyan military forces are being given Viagra and engaging in systematic rape against women in rebel areas, US military and intelligence officials told NBC News on Friday.
Diplomats said Thursday that US Ambassador Susan Rice told a closed-door meeting of officials at the UN that the Libyan military is using rape as a weapon in the war with the rebels and some had been issued the anti-impotency drug. She reportedly offered no evidence to backup the claim.
While rape has been a weapon of choice in many other African conflicts, the US officials say they've seen no such reports out of Libya.
Several U.N. diplomats who attended the closed-door Security Council meeting on Libya told Reuters that Rice raised the Viagra issue. The allegation was first reported by a British newspaper.
Pfizer Inc.'s drug Viagra is used to treat impotence.
Diplomats said if it were true that Moammar Gadhafi's troops were being issued Viagra, it could indicate they were being encouraged by their commanders to engage in rape to terrorize the population in areas that have supported the rebels. That would constitute a war crime.
But several diplomats said Rice provided no evidence for the Viagra allegation, which they said was made in an attempt to persuade doubters the conflict in Libya was not just a standard civil war but a much nastier fight in which Gadhafi is not afraid to order his troops to commit heinous acts.
"She spoke of reports of soldiers getting Viagra and raping," a diplomat said. "She spoke of Gadhafi's soldiers targeting children, and other atrocities."
And on Friday, military and intelligence officials, speaking anonymously, said there was no evidence that that was true.
