I do recall a Mr Cornelius Mcghilicoughdy ( that's Connie Mack) not wearing one when other managers did.  

Without reading the article I believe managers were also players back in the day so they wore the uniforms still?

Yeah, the article mentioned Mack and one other guy of the same era that wore suits as managers. After they retired, all you saw was managers in uniform. Article went on to say that managers wearing uniforms is a holdover from the player/coach where they had to wear a uniform.
