    Since it's under her boob, and in regular writing, it must be written for anyone who gets a glimpse of her nekkid... or in a swimsuit. If it was for her, it would be written backwards, so she could read it in a mirror.

    Miley Cyrus lost a very close friend to Cystic Fibrosis.  I have family with CF and it affects the lungs viciously, my understanding is she got it for her friend.  I remember reading about this a while ago and it actually made me really respect her devotion to her friend.
