Sure is, Chris Cornell has a "look" about him, the way he stands, the way he leans into the mic when singing, the way he holds his guitar, he doesn't really look like anyone else on the planet, plus its far too tall to be Ed.

I'm not questioning the picture, I was saying I'm sure it is him, but when people said it was "obviously him" just from the picture, I couldn't see it myself. As for him having a look and a stance, maybe I'm just getting old, but I can't make out anything but a shining glob of white with a patch of hair on top.
