Take the train..Its a 40sec walk to the arena from the trainstation. You pretty much cross a street.

if you do drive you can park right next to the Rock. there are many legitimate lots all around it. they range from $40 for a 30 yard walk to $15 for a 3 block walk. If you park over behind Penn Station you can pay $20 to park, grab an unbelievable Portugese dinner at one of the Ferry street restaurants that are right there for a great price and then take the walking bridge over to the Rock and back after the show.

I don't think many PJ fans are gonna be looking to get a Portugese dinner before a concert. I'm more concerned about where I'll be polluting my body.

Is it true you can't tailgate up there? if so, are there bars near the venue?

It is true about the tailgating. No open containers or grills, etc. are allowed in Newark. I have seen people drinking in the parking lots / parking garages. There are plenty of bars you can google them. Some good ones: Brick City, Arena Bar, Scully's, Spot Lounge, Hell's Kitchen.
