Wasn't that kind of promotion. You had to purchase a specif ticket type for the game. Without that specific ticket type, regular ticket holders need not apply.

In my opinion if you purchased a specific ticket and you got there before it expired you should be guaranteed a hat. Although having to order hats in advance and not knowing how many tickets would be sold causes some issues.
