How does the lottery end up winners and losers while others are TBD?

I am still TBD on MSG. I can see where people get notified that they are a winner, but how can people be notified they are a loser already when there are people in the middle with a TBD?
Wonder if it means some the TBD people just haven't been notified and the outcome is already determined or if the losers are so far behind that the computer has determined they can't win due to show demand.

    It's the notification process that has people confused, not the draw.

    Did you request other shows? Could be they're going to notify you all at once.

    Nope all in for MSG. Going to MSG is sort of a bucket list item (regardless of PJ). Why not make it a PJ concert?

    Im TBD still.. Ga and reserved for both philly and both nyc. And threw hampton ga in cause if the odds. Not a word back yet
