    My guess is that it has less to do with the lottery regulations and more to do with the language laws.
    I would imagine that if the contest was open in Quebec they would have to translate the rules & regulations, the entry form, etc... That just adds cost and headaches. It wouldn't be the first time that I've heard of a company avoiding business in QC because of those laws and rules (but that's a debate for a different forum)...

    I would agree. On top of the language laws Quebec uses a legal system different than the rest of Canada. I've seem lots of Canadian only contests that exclude Quebec as well. I'm guessing the contests are either illegal in the US or the costs of complying are too high.

    Canada used the common law system and Quebec uses the civil law system (If I remember my history correctly?)

    Interestingly enough, the language laws are only a small part of why. Sorry dude, but it may be a while before they include QC in contests.
