Does anyone know how they work? Is it a streaming service like Spotify with a monthly fee for those library or is it a pay to play type service?

    Nugs has both. http://nugs.net/about  the subs run either $130 or $250 a year depending on what quality streaming you choose.  They bury that lede behind a login.
    His eminence has yet to show.
